Policies VATCA

Conceptual Framework:

Rules apply to the entire territory of the Division VATCA, and take as its starting point the Code of Regulations VATSIM. If in any case came into existence ambiguity or inconsistencies in approach, are considered valid and that this document is the essential foundation for the operation VATCA, if the ambiguity generated some kind of conflict the Board of Directors will resolve their best judgement to the problem. Where there are no factors referred to in this document, the Director of Division in conjunction with the Board of Directors will resolve these factors based on existing regulations in VATSIM.

Constitution VATCA


1. Division Director

1.1. Authority: Being appointed by the Director of Region, the Director of Division is assigned the authority to organize the division and the parties that make up the way it deems most appropriate. Within its powers include:

1.1.1. The discretion to structure the subdivisions that make up the division.

1.1.2. The discretion to take decisions on a daily basis, defined as operations such as "every day" in relation to transactions on a regional basis.

1.1.3. The discretion to designate individuals as heads of subdivisions that constitute together with the authorities in their division.

1.1.4. The discretion to appoint assistants as necessary to help carry out the duties of the office of director of Division.

This authority is subject to review by the Director of Region. Taking into account that the decisions of the Director of Division may not be annulled by the Director of Region, without prior consent of the Board. The Directors of Division will be vested with broad discretion in exercising the authority conferred by these rules.

1.2. Term of office: The mandate be extended for a period of two (2) years. The authorities are re-elected in office.

1.3. Duties: Since his appointment by the Director of Region, Director of the Division's duty to do the following:

1.3.1. Website: The Director of the Division is responsible for appointing a webmaster that the same shall establish and maintain a website for its Division. Additionally oversee the development content of its Website which should include, at least, a list of parties making up the division, the names and e-mail addresses of persons belonging to the Board of Directors, and links to websites VATSIM.net and every part of the division.

1.3.2. Maintaining Presence Online: The Director of Division has a duty to maintain an online presence with the purpose of being available to users of VATSIM and members of the parties making up the division. The Director of Division must pass at least one hour per week under a callsign that clearly indicate who is a Director of Division (VATCA1).

1.3.3. Creating Uniform Rules within the Division: The Division Director is vested with authority to develop general rules and uniform it may deem necessary to conduct operations within their Division. Preferably all these Rules shall be voted on by the Board.

1.3.4. Provision of Services-based ATC VOICE: The Director of Division should require that all parts of its division providing air traffic control based on voice to all pilots all the time. The Director of Division should never allow one of the parties that make up the implementation of any rule that requires traffic control by text or develop a policy favoring the provision of ATC by text. This with the aim of providing a high quality service within the Division.

1.3.5. Establishment of DCRMs: The Director of Division should establish the Director of Conflict Resolution of the Division (DCRM). In the case of VATCA is only one person that this will take office. The Director of Division should consider electing someone impartial comprehensive approach to conflict resolution and preferably under the Board of Directors of the Division.

1.3.6. Delegation of Authority: The Director of Division has a duty to delegate authority to personnel belonging to the Board of Directors of the division, giving them wide powers in the administration of operations such as "every day" while these are subject to the rules of VATSIM, of the Region and the Division. The exercise of this authority by the Board will always be subject to review by the Director of Division.

2. Directing Corps - Conformation

2.1. Board of Directors: The Director, Division designate persons as it considers necessary to form the board of directors which were made public on the website of the division. 2.2.2. Director of Training: The Director of Division delegates to this person all the responsibilities with regard to training, qualification and promotion (promotion) of the members of the division. 2.2.3. 2.2.4. 2.2.6. Instructors: These are administrative positions designated by the Director of Division in conjunction with the Director of training partners as direct training in the Division.

2.2.6.5. Requirements INS + requirements will be unavoidable for the nomination for the office INS +:

2.3. Head of FIR:

2.3.1. VATCA consists of the following countries making up 2 FIR:

2.3.1.5. Nicaragua
2.3.1.6. Costa Rica
2.3.1.7. Panama

2.3.2. Authority: The Chief FIR is the person in whom the Director of Division delegates exercise their powers in carrying out operations such as "every day" for a specific FIR. It is directly responsible for operations in the FIR that has been designated, including training of pilots and controllers registered members in its FIR. It has broad powers, but all decisions will be subject to review by the Director of Division, and strictly comply with all regulations of VATSIM, uniform rules of the Region and the Division, and political and regional divisions.

2.3.3. Term of office: The mandate be extended for a period of two (2) years. The authorities are re-elected in office.

2.3.4. Duties: The Chief FIR after its designation by the Director of Division has the following duties:

2.3.4.1. Website: It is responsible for putting into service and maintain a website for its FIR, which-at least-will include information from the countries that make up its FIR, indicating all the names of its directors, and will include links to VATSIM . net to the Division (VATCA) that part. 2.3.4.5. Operating Agreements: The Chief FIR is responsible for setting the operational arrangements between FIR and the FIR neighbors in order to standardize the preferred routes and other operational details necessary for better operation of its area of responsibility. (All operational arrangements should be available on the website of the Division).

2.3.4.6. Integra: All Chief FIR should ensure harmony and peace among members of his division as far as possible avoiding conflicts that may arise between members and means for each controller operations are unaffected by any problems. The mission of a head of FIR should not be attacking or creating a bad atmosphere in the hobby and always shall ensure that all users are satisfied.

2.4. Body of Directors - Meetings:

2.4.1. Quarterly Meetings: The Corps of Directors will hold a meeting every 3 months at least. These meetings will be convened publicly with no less than 14 days in advance and the Director of Division is responsible for extend invitations to all members of the governing body via e-mail. They will aim to raise awareness of fundamental progress achieved in different areas of the Division as well as prepare the quarterly report to be submitted to the Regional Bureau.

2.4.2. Special Meetings: Body of Directors can perform ad hoc meetings between quarterly meetings, when they dealt with sensitive issues. Special meetings shall be convened by the Director of Division or by at least two members of the Corps of Directors. Only the topics discussed in it urgent that they can not expect to be treated at the next meeting. These meetings, by their nature are exempt from reporting requirements ahead of the regular meetings.

2.4.3. Agenda: The meetings were convened with an agenda that will be made strictly by the Director of Division and published with the call. The fulfillment of that agenda will be strictly monitored by the Director of Division or the moderator appointed by him.

2.4.4. Minutes Registration and Voting: At each meeting, one participant will be elected secretary, and such person shall keep the minutes and voting records of those meetings. Once the meeting, within a period not exceeding 15 days, the designated secretary draw up the minutes and voting records, and sent to all participants for their approval and subsequent publication on the web site.

2.4.5. Conducting meetings: Each meeting will be guided by the agenda, as has been ordered by the Director of Division or the majority of the governing body. There may be a general discussion of any agenda item after which there is no need to take any action. If a member of the governing body wants the vote on a particular topic, then that member should make a motion to that effect. Before you can perform the vote, that motion must be seconded by someone else, and the Director of Division or the chairman of the meeting, should allow the discussion on this topic. If the discussion becomes unproductive, redundant, or argumentative, then the chairman of the meeting, moderator, or the Director of Division will close the discussion and call vote.

2.4.6. Executive Sessions: The governing body may occasionally find necessary to discuss issues which are of sensitive nature and can not be made public. For any discussion of that nature, the governing body is vested with the authority to enter into an executive session during the course of any ordinary meeting or special meeting. Most members within a regular or special meeting must vote to enter executive session. The executive sessions are exempt from the publication of minutes or voting records. The nature and discussion conducted in an executive session must be sent immediately if required by the Director of Region, the Governing Board, or the Founders.

2.4.7. Quorum: At any meeting, regular or special, shall be present at least 70% of members to be given the quorum for meetings. While there is no quorum, those present can only make time until you get the quorum for meetings.

2.4.8. Proxy: Only members of the governing body have the power to vote, and each of them including the Director of Division is valid for one (1) vote.

2.4.9. Voting by Power: When one member is unable to attend, but want to cast your vote, can appoint a third party you trust to represent you, and your vote will be taken into account. But for it to be valid, and represented the representative sent an e-mail notifying the Director of Division of his appointment. The board member delegated proxy voting, establish a list of each of the items on which the representative may vote. The power will expire at the conclusion of the meeting, and the representative may not be appointed secretary of records (secretary).

2.4.10. Adoption of ballots: Voting shall be approved by a simple majority.

3. Directors of Conflict Resolution Divisionales (DCRM): The Director of Division is responsible for designating the DCRM for the Division. This charge can be attached to any other function of the Board of VATCA, but may not occupy the Vice-Director, as part of the RCRM.

4. Disciplinary Scheme (See Code of Regulations VATSIM): Whenever possible, VATCA will make every effort within its power to prevent the formation of conflicts in the system. In the event that these occur, members are subject to disciplinary procedures prescribed by the Code of Regulations VATSIM according to the requirements of Article 6, through the DCRM and the higher levels. In parallel, the Director of Division is empowered to remove from office any of the members in case of misconduct of any of them. Any disciplinary action will be impartially investigated at the division, through the DCRM and appointed following the procedure of Article 6, Code of Regulations VATSIM. The penalties generally ranging from the disconnection of the user for 24 hours until the system of lifetime suspension system depending on the gravity of the offence.

5. Removal of Administrative Charges: Those members of VATSIM who have been appointed in administrative positions are subject to disciplinary procedures prescribed by the Code of Regulations VATSIM according to the requirements of Article 6, through the DCRM and the higher levels. In parallel, the Director of Division is empowered to remove from office any of the members in case of misconduct of any of them, after approval by the Board.

6. Revocation or modification of these rules: These rules may not be revoked without the approval of the Director of Division. And amendment may be effected only with the unanimous agreement of the Board.

7. Requirements: To be designated in any position within the division, people must:

7.1. Being on good terms with VATSIM and VATCA.
7.2. Preferably be originating in the region.
7.3. Mastering the English language.
7.4. Not registering a history of infractions or penalties.
7.5. Be registered within the country or region of charge to which it aspires.
7.6. To integrate the Corps of Directors (Director, Division and their assistants) have a length of 2 (two) years in VATSIM, with uninterrupted activity.
7.7. To integrate the posts of Chief FIR (or their assistants) have a minimum of 2 (two) years old in VATSIM, with uninterrupted activity.
7.8. In those countries in which at the time of implementation of these rules its authorities do not comply with the requirements set by these rules, they must require the Directorate Divisional conduct the training necessary to attain the minimum required ranges, according to procedures training and promotion, or appoint a replacement that it meets the requirements.
